Interesting Jon. May I make a suggestion and give you something to think on?
Drill a hole through the center of the rod to act as a mini drop tube and user can use a reloader's funnel to trickle the powder down. Then as the user removes the rod from the wrapped paper the powder drop into the paper column.
Just an idea for possible improvement.
Wondering too would cigarette wrapping paper work?

Yes I saw that and I was just thinking out loud.  If I get these revolvers I'm looking at I may just buy one of these.  What paper do you recommend? Having never shot a black powder revolver before but looking at a few videos I imagine you still have to use the loading lever on the revolver to seat the ball and compress the charge - correct?

Yes you are correct on the loading lever. The paper i use is curling paper from Sally's Beauty Supply. 500 or a 1000 papers really inexpensive.
